Dwarf Flowering Shrubs Ohio

Is there such thing as a hydrangea shrub that is very bright blue and like 14-18 inches tall?

We have a small space between our driveway and sidewalk. It is rectangular shaped and 80 percent of it has small dwarf boxwood and some other small bush surrounded by river rocks. Separating the rectangular area is concrete steps, so we have an extra 20 percent that needs 2 small shrubs, one for each side of our lamp post. We want a small shrub around the size of our other shrubs, however, it can stand to be a little taller. Something under 2ft that is able to be trimmed to our liking. We want something pretty that will have seasonal flowering. We live in eastern ohio, so it limits our options. We fell in absolute love with hydrangea, but they are far to large.
Is there any hydrangea that are under 2ft, can be trimmed to our liking? We perfer bright blue, bright pink, white, or the one that blends frm green to pink. Anything bright, no pastel colors. Please give me all of the information you know. Thank you!
