Why do some deciduous trees not drop all their leaves, even by mid-Winter?

Some trees in my area of the NorthEast US still have 15-25% of their leaves. Does this indicate these trees are in poor health? These are generally ornamental trees but are large- 30-40 feet in height. Some may be maples, others may be varieties of pear trees.

they do drop all of their leaves just not at the same time
some of the young leaves have already started growing by the time all of the old ones have fallen

the live oak for example will have only about 0-3 days where it has no leaves on it.
