Near dead palm, prune most to all fans?

Purchased a house with some neglected plants. Namely two small palms. One has been pruned back to nothing. The second hasn’t been touched, its between 3 1/2 and 4 feet tall, and every fan on it is brown and dry. Anything I can find online is about pruning healthy trees so I am unsure how to proceed.

Palms need PLENTY of water. Since your plants are badly neglected I would trim all the dead leaves. The plant will look horrible for many months. Palms have deep roots so it should grow back from the top (NEVER trim the top-only the dead stems). Put a hose beside each one and and let the water slowly trickle out for at least 24 hours. Your plants need a good soaking. Palm roots usually grow close to the surface so every little bit of water helps. For the next few months water them deeply every week. You should start to see new growth within a month or 2. Palm leaves take a while to grow so these trees won’t look too good for a year or so.
I live in California and it is sad to see all the dying palms in yards. People have lost their homes. Houses sit empty and the palms (and all plants) slowly die.I’m glad you can rescue yours. Good luck.
